User Behavior is Key to Data Quality

Why do so many people assume that data quality is a technical problem with a technical solution?  Is it because the data is stored and manipulated in a system that we assume that technology can fix the problem?  But did the system actually create the data quality problems?  Not likely. 

Data quality problems are typically the result of undesirable user behavior.  At some point, the vast majority of data is entered by a system user.  Sure, there are some data elements that are captured or generated automatically, but the vast majority of data is initially created by people.  Further, system users that interact with data are in a position to correct data problems as they are discovered.  Yet many times users choose to ignore existing data problems and allow the poor quality data to remain untouched.   So, do we still think that of data quality is a technical problem? 

 
Behavior Change for Lasting Data Quality
Creating lasting data quality requires we get users to consistently demonstrate desired behavior.  We need prevention, detection, correction and accountability for ensuring the lasting quality of data.  But how do we get users to change?

Changing user behavior in organizations is not easy, but it can be done.  There are many factors that determine behavior in a given context.  We need to identify, understand and then align these factors to drive desired behavior.  For organizations, this means expanding our examination beyond the technology arena to include organizational, interpersonal, and process factors.  We need to learn new skills and think beyond the realm of traditional IT projects.
